Planning Application TP53/2023(1) – 295 Whitehall Street, Yarraville
The proposal involves the expansion of the existing steel cement facility located within the Yarraville Port Core Employment Area.
The application seeks a planning permit for the use and development of the land for Industry (processing of cement clinker) where the threshold distance at Clause 53.10 is not met, to reduce the statutory car parking requirement, to waive the bicycle parking requirement and to alter access to a road in Transport 2 Zone.
The details of the application include:
- The processing and grinding of cement clinker. The use will operate 24 hours a day.
- The raw materials will be imported and delivered to the site by ship and the Yarraville berth located to the east of the site.
- The construction of two sheds, a workshop, two grinding mills and nine out-loading silos, with a maximum building height of 51 metres.
- The ground cement product will be collected by truck. This will increase the number of trucks accessing the site by approximately 185 per day.
Referrals
The application has been referred to the Environment Protection Authority (EPA) who did not object to the application. The EPA have considered the application, including technical reports on air quality and noise, and state the proposal will comply with the relevant requirements. On 19 July 2024, the EPA issued a Development License for the proposal under the Environment Protection Act 2017. The Development License contains conditions that regulate air quality and noise.
The application has been referred to Head, Transport for Victoria (a state government authority) who did not object to the application. This authority considered vehicle access and traffic and stated the proposal will not disrupt the local network, subject to adhering to existing truck restrictions along Francis and Whitehall Street.

The application was refused by Council at the 11 December 2024 City Development Delegated Committee (CDDC) meeting.

Next Steps
The applicant has lodged an appeal at the Victorian Civil and Administrative Tribunal. Persons who submitted to Council (either in support or opposed) during the public notification period will receive details from the applicant directly regarding how to participate in the matter. A Compulsory Conference is scheduled for 17 April 2025. The hearing is scheduled for 16 to 24 June 2025.
