Amendment C162 - West Footscray Neighbourhood Plan
Council created the West Footscray Neighbourhood Plan in 2018.
It is a long term plan which envisions the area as a place where people can gather, socialise, shop, work, live and make use of community and leisure services without having to travel far.
To help deliver this vision, Council undertook a process to amend land use zones and built form requirements in the Maribyrnong Planning Scheme. This process was known as Amendment C162.
Land affected by the amendment
The amendment applied to four main precincts:
Precinct 1: West Footscray Neighbourhood Activity Centre (Barkly Village)
Precinct 2: Barkly Street East - north side (northern side of Barkly Street between Summerhill Road and Gordon Street)
Precinct 3: West Footscray Railway Station (4, 6 and 8 Cross Street)
Precinct 4: Barkly Street East - south side (southern side of Barkly Street between Barkly Village and Whitten Oval)

What did the amendment do?
The amendment made changes to the Maribyrnong Planning Scheme to implement the West Footscray Neighbourhood Plan.
Key changes included:
- updating the Municipal Strategic Statement and introduce the West Footscray Neighbourhood Plan as a reference document
- various rezonings, including extending the commercial zone in the West Footscray Neighbourhood Activity Centre
- new design requirements in the activity centre, Barkly Street East (northern side) and West Footscray Station precincts to guide future development
- new policy to guide the potential transition of Barkly Street East (southern side) to mixed commercial and residential use (currently used as service industries and car yards)
- identifying sites of existing or potential contamination and applying provisions to manage their remediation and redevelopment

Amendment process
Council exhibited the amendment in November to December 2020. It was subsequently reviewed by an independent Planning Panel, who released a report supporting the amendment with changes in March 2022. Council considered the Panel's report and adopted the amendment with changes in October 2022.
Following approval by the Minister for Planning, the amendment was incorporated into the Maribyrnong Planning Scheme in February 2024. You can view the approved amendment documents in the links below.
Note: to fix an error made during the approval process, the Minister for Planning undertook an administrative amendment known as Amendment C186. It came into effect on 1 March 2024 and can be viewed in the links below.
