Kinnear's Precinct, Footscray

The former Kinnear’s Ropeworks Factory at 124 - 188 Ballarat Road, Footscray, will be transformed into a mixed use precinct including residential, retail, a supermarket, offices and community services.

The development will include the conservation and adaptive re-use of the iconic Kinnear’s ropeworks heritage buildings, ensuring the history of the site is preserved. Medium density residential and mixed use developments of between 5-15 storeys are envisioned along the sensitive interfaces of Kinnear Street and Farnsworth Avenue, while higher density 5-18 storey buildings are anticipated along Ballarat Road.

Stage 1 

In March 2017 a planning permit was issued by Council for Stage 1, being a 8-15 storey building in precinct 6, which abuts the existing McDonald’s restaurant.

Stage 2

In February 2021 a planning permit was issued by Council for Stage 2, being a 5-15 storey building in precincts 2 and 5, which is to the east of the newly completed stage 1 building.

Stage 2 includes 407 apartments, retail space, 370 car spaces and 253 bicycle spaces. The architectural plans are available at the bottom of this page. 

Future Stages

Applications within the precinct will be assessed against the guidelines set out in the Development Plan. As a Development Plan has been approved by Council, planning permits for buildings are exempt from public notification.
